Applying for Housing Assistance

Applications for housing are taken each weekday from 8:00 a.m. to 4:00 p.m. at the HACC’s (housing authority) administrative building, 635 East First St. Cumberland, MD 21502.

You will be asked to complete a written application. After completing this application, a criminal background check will be completed on each adult member of the household. HACC enforces a zero tolerance for drugs and violence and strictly adheres to a “One Strike - You're Out” Policy. Your application can be denied if a criminal background is detected. Once your background check comes back in good order your name will be placed on a site based waiting list.

Should your address, phone number, family size or situation change, please be sure to update our office with the new information. Once your name appears close to the top of the list, you will be contacted and will have to provide updated employment and income verification from all applicable sources including Social Security, Child Support, AFDC/TANF, SSI, alimony, unemployment, etc.

Copies of the following information must be submitted with your application or your application will be considered incomplete and returned to you:

                                                      * Proof of Income for all family members

                                                      * Birth Certificates for all family members

Family communities are allowed a utility adjustment (electric) deducted from their monthly rent. Exception: Those choosing flat rent. All utilities are included at the elderly/disabled/ handicapped communities. All of our residents now have the choice of having their rent based on 30% of adjusted annual income or paying a flat rent. The flat rent can be chosen at admission or on the anniversary month of the resident’s admission. There is also a minimum and ceiling rent. The minimum rent is equal to the utility allowance for a 4 BR unit. The ceiling rent is the maximum rent they would pay based on 30% of income. The flat and ceiling rents as of March 31, 2000 are as follows:
